ST. FRANCIS, Wis. (WFRV) – A school resource officer (SRO) who has been with a police department for over 30 years has been formally charged after allegedly recording a female student without her knowledge.

According to a release, on Sept. 4, 2024, at around 1:00 p.m., administrative staff from the St. Francis School District contacted the St. Francis Police Department’s Command Staff to report inappropriate behavior by School Resource Officer Dimitri Kamolov.

The allegation involved SRO Kamolov recording a female student without her knowledge utilizing a cell phone.

Upon hearing the details of the allegations, SRO Kamolov was placed on administrative leave without pay, pending the outcome of both an internal and criminal investigation.

The Wisconsin Department of Justice Division of Criminal Investigations was contacted and was tasked with conducting the investigation. This was done to ensure that a thorough and impartial investigation was completed free of any bias or the perception of bias.

On Tuesday, Sept. 24, 2024, SRO Kamolov was arrested without incident by authorities and transported to the Milwaukee County Jail. Kamolov has been formally charged with:

The St. Francis Police Department has begun the process of terminating SRO Kamolov’s employment. He had been employed by the St. Francis Police Department for 31 years, the last four of which were as a part-time school resource officer within the St. Francis School District.

“We hold our officers to a high standard,” said St. Francis Police Captain Tim Blunt. “We value the relationships and trust we have built with our community to include private citizens, businesses, and students who attend our schools. Any behavior by any of our employees that jeopardizes that trust will never be tolerated.”

Wisconsin Circuit Court records show that Kamolov is scheduled to make his initial appearance on behalf of Judge Susan Roth on Friday, Sept. 27, at 8:30 a.m.
